Prohibition of Contribution
Neyagaw City Election Administration Commission (Neyagawa-shi Senkyo Kanri
Iinkai Jimukyoku) and Neyagawa City Fair Election Promotion Council (Neyagawa-shi
Akarui Senkyo Suishin Kyogikai) promote the prohibition of contribution.
"Prohibition of Contribution" is aiming to set costly elections to rights and to
realize clean and fair elections.
Politicians are prohibited to make contribution by any reason, and those with
voting rights are not allowed to ask politicians for contribution.
There are many types of contribution, such as gratuities of food and drink at
the festivals, monetary offering to a departed soul (Koden) and wreath in the
funerals, mid-year and year-end gifts (Chugen, Seibo), money or goods in
celebration of childbirth, entrance and graduation of schools, marriage,
congratulatory gift of money or wreath for the opening of shops and so on. All
of these conventional customs are factors for costly elections.
It is a rule for candidates as well as for voters to refrain from contribution.
Three rules are to be strictly observed; candidates are "not to give", voters
are "not to request" to candidates, and "not to receive" from candidates.
