As to the details of the comprehensive plan, we outline its purpose of establishment, the urban development of the city, the progress and activities in the past, its structure and the year of achievement (fiscal year 2010) and the scheduled period (fiscal year 2001 - 2010) etc.
○ Chapter 2 Town Planning in the 21st century
There have been raised various social and economic trends surrounding our life in the 21st century such as population decrease, rapidly aging society and declining birthrates, aggravated global environment, advanced information society / development of communication technology, diversity of the industrial structure, increased internationalization, tendency toward the life with affluence and free of pressure, and tendency to decentralize the administration. We grasp all these movements accurately to respond to the needs of the time flexibly.

Under the basic policy aiming at developing our hometown where all the people who live, work, enjoy, learn and have recreational time in Neyagawa City (Neyagawa-shi) can be vigorous and generate the energy and expand in and out of the whole city, we present four basic objectives to realize the ideal future image of the city as "Lively City Neyagawa - full of energy and communication".

To carry out the overall promotion of the 4th comprehensive plan of Neyagawa City, citizens and the administrative body recognize their own roles to promote the society for citizens' participation, working together to rationalize and activate the administrative machinery. In the meantime, citizens aim and the administrative body aim to respond to the current social trend such as decentralization of the administration and disclosure of the administrative information, more effective municipality operations by introducing flexible change of mind like business-oriented management and solid fulfillment of administrative reform as well as cooperation with surrounding prefectures, cities and towns.
