Designated City (Tokurei-shi)

Neyagawa City (Nyagawas-shi) was changed to a designated city on April 1, 2001.
The designated city system was newly established for the purpose of promoting the decentralization when the Local Autonomy Law was revised in 1999.
In addition to the cabinet-order designated cities (Seirei Shitei Toshi) and the core cities (Chukaku Shi) (  with population over 300,000 ) and the cities with population over 200,000  were designated so as to realize more creative and animated local communities for taking the leadership of localities in the era of decentralization through entrusting them a certain range of administrative authority.

Building more independent and original community is possible with your own responsibility by making the best use of the local characteristics when your most familiar city has more administrative authorities.
Neyagawa City devotes to promotion of decentralization and improvement of administrative constitution as well as well-arranged service for the citizens.

<Administrative Authorities entrusted to the designated cities

To Neyagawa City, 25 decrees and 29 articles are delegated such as authority for urban development closely related to the city planning based on the needs of the citizens, and authority for life environment relevant to regulation for noise-, smell- and vibration- pollution as well as the authority for the regular examination of measure gauges strongly involved with consumer's life. (28) Permissions of inhibitive behavior for rain water infiltration and conservation of regulating reservoirs. ( The damage control law for flooded river in the specified urban area )
